How to Enroll in the Mail Handlers Benefit Plan

It’s Open Season! This is the time of year when you have an opportunity to change your health plan coverage and your dental and vision plans. If you have been thinking about switching plans, then NOW is the time! Don’t delay—Open Season ends December 14th! Use the information below to make a change that’s sure to benefit you.

Start by selecting the Enrollment Code for the MHBP option in which you would like to enroll:

For Federal Employees

If your agency uses Employee Express:
Go to www.EmployeeExpress.gov and sign in with your Social Security Number and Personal Identification Number (PIN) and proceed to enroll.

If you cannot use Employee Express:
Complete the Health Benefits Election Form SF2809, or see your employing office to get a copy. Fill it out completely and return it to the designated individual at your employing office.

For Postal Employees

• Visit PostalEASE on the intranet (from the blue page)
• Visit an Employee Self-Service Kiosk where available.
• Call PostalEASE at 1-877-477-3273.

For Annuitants

Once Open Season begins, you may make changes to your health plan selections by:
 

• Using OPM's Open Season Online system.
• Enrolling by telephone using Open Season Express at 1-800-332-9798.
• Calling MHBP at 1-800-410-7778 and we will gladly help you enroll.
• Sending OPM an email to retire@opm.gov or regular mail to:

When using this option, please clearly state your open season request. If you are making an enrollment change, be sure to state the plan you want, the type of coverage (self only or self and family), and the enrollment code. Remember to include your annuity claim number and social security number on your request. If you are choosing self and family coverage, your dependent and other insurance information as specified in the instructions mailed to you at the beginning of open season is also needed.
